Does Answer Box Count as a Rank Position?

The Answer Box does count as a rank position. You can see this by filtering for the "Answer Box" in Rank Intelligence under SERP Features and looking in the top ranked URL list (click on the icon furthest to the right when hovering over a keyword in the table). An example screenshot is below:
